Items may be updated as the KHG is an ever growing and changing fleet in service to the Klingon Empire. Members will not be notified of changes unless it concerns major changes in KHG protocols.

ARTICLE I: ROLE PLAYING ASSIGNMENTS AND RANK STATUS

Assignments to ships and postings will be done as follows:

A) requested vessel
B) requested post
C) vessels needing crew

In most cases, new members will be assigned where he/she requests. Additional options will be made available for consideration. (They know which night is best for them.)

Recruiting for a ship shall be discontinued, and that ship will be removed from the application once it has reached a total number of 12 rostered active duty beq (crew). That ship's recruiting status will be reactivated, and the ship will be returned to the application, if the number of beq falls below 9. A recruit's preference for a particular ship will be honored in any case. [Added 3/21/2004]

All new members will be assigned the rank of mang (cadet) unless special dispensation is made based on experience with other SIM groups. See Section 2.

Promotions will be made based on active contribution to both a crewman's ship, and the KHG. Active participation, submission of briefings to a ship's commander, and recruitment will be the primary guidelines.

Promotions and awards may not be given by a commanding officer to a "guest" crewman (a crewman who SIMs as a guest on a ship). Only the commanding officer of the ship to which the crewman is officially attached may award promotions and commendations to the crewman. [Added 6/14/2004]

All promotions of ra'wI' and above, will be approved through the office of the la’quv after a vote of the KHG High Council.

ARTICLE II: TRANSFERRING FROM ANOTHER SIMULATION GROUP

As of 01/01/2005 all new members of the KHG must apply as a new recruit via the KHG Member Application and join an existing ship already on active status..

For previous experience a commander may grant special dispensation and advance new members up to two ranks above Lagh (Ensign).

ARTICLE III: SHIP AFFILIATIONS

Members of vessels which are flagged under the KHG will adhere to the standards required by the Charter of the KHG. Failure to do so can result in death, exile, or demotion.

Ships submitted to the KHG for use and/or purchase by any builder, once confirmed by the la’quv, will become vessels of the KHG.

ARTICLE IV: KHG HIGH COUNCIL PRIVILEGES AND ORGANIZATIONAL STRUCTURE

The KHG High Council will be made up of those people appointed by the la’quv. The number of Council members to be determined by the la’quv.

The Council is designated as the council for the purpose of just what the name implies, giving counsel to the la’quv. Any issue that is brought before the Council will have a discussion dead line of seven days, then the la’quv will make a final ruling, based on the counsel given and his own good judgment. Once an issue is decided by the la’quv, the issue is closed.

The la’quv will maintain fleet order and correspond with fleets outside of the KHG.

ARTICLE V: CHAIN OF COMMAND AND RESPECT OF RANKS

The Chain of Command must be followed at all times, and proper respect for an officer carrying a rank in the KHG must be shown at all times, including High Council meetings. The Chain of Command of the KHG is as follows:

*Note: The term ra'wI' is not a rank in the canon Klingon language. It refers to any officer with the authority to command a division, station or ship. We, however, use it as a rank in the attempt to give our members enough time and steps to fully develop their character and their role-playing skills.

All known evidence seems to indicate that the Klingons have a completely merged ranking system among the members of their military service. For instance, in the canonic Klingon ranking system, the rank of General (Sa') is one step below Admiral ('aj) and the rank of Brigadier ('ech) is one step below Commodore (totlh). There is no known separation of the marine ranks from the naval ranks, as in Starfleet, but with the KHG's introduction of a Starfleet sub-fleet, it is necessary to break down the Klingon ranks in exactly the same comparison as the Starfleet ranks, with one exception. While Starfleet uses separate ranks below Fleet Captain (from Captain downward), our Klingon rank system will not use these separate ranks. Therefore, it is important for the members to be aware of how the different ranks compare to each other. There are exactly the same number of ranks in our Klingon and Starfleet rank systems.

The Starfleet ranks used in Star Trek: The Federation (our Federation sub-fleet) can be fairly easily compared with the Klingon ranks used in the Klingon Honor Guard.

The rank of totlh [Commodore] is not actively used in the Klingon Honor Guard at this time, but is included so that we may use it some time in the future.

ARTICLE VI: DISPUTES

Disputes will be handled according to Klingon custom and chain of command.

1) Disputes among the crew of a ship should be brought to the ship's XO. The XO will resolve the issue or bring it to the next level, the CO. If the dispute cannot be resolved by the CO, within the vessel;

2.) The CO will notify the yo'HoD (Fleet Captain) of the issue. The yo'HoD will then provide information from the culture at large and related issues that have been addressed in Council meetings.

In the event that no resolution has been obtained, a notice will be sent to the Chief of Staff (COS) regarding the dispute and a request for Council intervention will be made.

3.) The Chief of Staff will then gather all information regarding the dispute, previous materials related to the dispute and prepare notice of Council meeting.

4.) The Council meeting agenda will reflect the dispute and copies of the information will be attached for review to all members of the Council for discussion.

5.) The la'quv will then conduct the scheduled Council meeting, calling on the members for their presentation of the issues involved. After all members of the Council have had time to speak and make rebuttals, a final ruling will be made by the la’quv.

ARTICLE VII: CREW CONDUCT

The rules and regulations in the KHG are notably simple, and apply to all members of the KHG, including the members of the Council.

All members of the KHG will conduct themselves in an honorable manner at all times, on duty and off. (During SIMs and role play as KHG members)

KHG members will not become involved in IC/OOC issues that violate AOL's Terms of Service. This includes actively recruiting members away from other organizations, forwarding of chain or spam e-mail, and defaming other organizations, or their members. All inter-fleet issues will be addressed by the KHG council, who will then await the decision of the la’quv on these matters.

KHG personnel are required to report any and all hostile actions against the KHG and/or its members to the COS as well as KHG Intelligence.

Failure to adhere to these guidelines could result in death (for your character), exile or demotion.

Complaints filed against KHG personnel will be followed through with a thorough investigation headed by the DIIA of the KHG.

All internal fleet grievances should be reported to the la'quv.

ARTICLE VIII: COMMAND PROCEDURES AND GUIDELINES [Added 8/25/2003]

Effective immediately, The "three-strike" rule now applies on all active KHG ships. Rosters will be required to be sent to the Chief of Staff (at this time, K'Marah Duy'a' [SN: KMarah Duya]), the Fleet Admiral (Aj Garan Rajuc [SN: Aj Garan Rajuc]), and the Supreme Commander (la'quv Pok [SN: Laquv Pok]).

Members who miss three SIMs with no qualified, excusable reasons will have to be reduced in rank or merely dismissed. Excuses such as "I don't have time" will not keep a member in the KHG for an extended stay.

Excessive reasons of the same nature which prevent a member from attending the SIM regularly will be evidence enough that they "do not have time" to SIM and will be dismissed.

For future ships to go fully active and be posted to the web site, they will be required to provide briefs, rosters and logs for 3 consecutive SIMs. Rosters must be provided monthly thereafter.

SIM Leaders/Commanders will be expected to spend time recruiting in some manner. No one really cares when you do it or how you do it.

Commanders will be expected to report from time to time of the status of their ship and crew. This will be in addition to the required monthly roster submissions, and includes any adjustments in crew assignments made since the last roster submission. Commanders will be expected to have a "Plan B" for their beq, in the event that he/she is not present, or cannot be present for a SIM. A beq should be appointed to take over the SIM and continue without the CO. Commanders who miss three consecutive SIMs without reasonable cause will be reduced in rank. Any member who expects to miss three consecutive SIMs should request a leave of absence (LOA) and let their CO know their status. LOA notices can be posted in the KHG message boards.

ARTICLE IX: KHG CHARACTER KILLING POLICY [Added 9/28/2004]

1. In the Klingon culture, it is customary and proper that a ship's Commanding Officer may kill a crewmember of his ship, or an officer may kill another officer if that offending officer has flagrantly disrespected or irreparably dishonored the officer who wants to kill him/her. The KHG strives to observe correct Klingon cultural customs when and where it is beneficial to the group. Killing of one's character must, and will be made according to the enumerated conditions listed below. In any killing of a KHG character, any failure to observe the below-listed conditions will be met with swift and proper punishment by the la'quv.

2. Any and all killings will be reported to the la'quv who will, at his sole discretion, report it to the KHG High Council. Detailed reason for the killing must be furnished on demand to the la'quv by the character who committed the killing.

3. The killing of a character will be allowed to stand only if the killing is deemed to have been committed legally and honorably, and does not unreasonably cost a resource (valuable and irreplaceable member) of the KHG. The la'quv is empowered to resurrect the killed character if he feels the killing was committed for improper reasons.

4. In the event that a character is killed by another member in the KHG, there will be *no* immediate transfer of rank or position to the individual who kills the other character. [Added 10/9/2004]

5. Killing of a character who holds the rank of HoD or higher by a lower-ranked member must have the approval of the la'quv before the killing is allowed to stand. Proper and detailed reason must be given with written evidence demonstrating the HoD's (or higher) dereliction of duty -- the only valid reason for this kind of killing. This matter may be referred to the KHG High Council if the la'quv feels it is necessary.

6. If a character's death, regardless of how the person was killed, is left to stand by the la'quv, or is not contested by anyone within a period of seven (7) days, there is no recourse for the involved player but to get a new character and reapply for membership in the KHG, as long as the player realizes any lessons that needed to be learned as a result of the killing. The killed character can only be resurrected by the la'quv, and no one else. The player is not permitted to bring the killed character back into the KHG, under any circumstance, unless the la'quv approves of it.
